It is a particular honour and pleasure for us to invite you to attend the third EMA (European Metropolitan Authorities) Conference in Warsaw, Poland, on Friday, October 20th, 2017.

EMA is the forum for leading politicians from Europe’s main metropolitan cities and metropolitan areas to discuss their common goals and challenges. This forum was founded two years ago and has become a platform for political dialogue between metropolitan areas and cities, and the EU institutions and national governments.

This political dialogue is highly important because metropolitan areas and cities are decisive in speeding up local, regional, national and European development, and strengthening the EU’s position in the world. They attract talent and capital, provide a competent and supportive environment for innovation, job creation and business development. Through functional relations with their closer and wider surroundings, they provide services and spread development into areas lagging behind. Good understanding and cooperation between the European and the metropolitan levels are crucial for reaching EU social, economic and environmental goals.

During the first EMA meeting on March 13th, 2015 in Barcelona, we discussed Territorial Competitiveness and Social Inclusion in European Metropoles. One year later, on February 11th and 12th in Torino, we strengthened the strategic relationship between metropolitan authorities, Towards a European Metropolitan Agenda. This year in Warsaw we will voice our needs and expectations concerning future Cohesion Policy and its main challenges at the metropolitan area level: mobility, energy transition, air quality, job creation, social inclusion, housing, economic development, and many more.

We would also like to highlight the role of European metropolitan areas as drivers of development in EU policies, and express our expectations and proposals for the post-2020 programming period. In this context, we would like to invite you to participate in discussions concerning:

  • Metropolitan Solidarity: spreading income and inducing development
  • The role of Metropolitan Areas in Cohesion Policy post-2020
  • Best practices of cooperation and networking among Metropolitan Areas

We will conclude our debates with a “Warsaw Declaration on the role of Metropolitan Areas in future Cohesion Policy” to be signed by all the participating Mayors and Presidents. We look forward to meeting you in Warsaw on October 20th, 2017.
